Elisa makes use of some bits and pieces of the GNOME stack, but isn't strongly tied to GNOME, and really is a cross-desktop application in this regard. Considering that one of Akademy's focuses this year is on beauty and appealing interfaces, I think the proposals fit well in the cross-desktop series of topics, but I will let you judge of the relevance of this assumption.
